What Is Priority Based Budgeting (PBB)?
Priority Based Budgeting is a strategic decision-making framework that helps local governments allocate resources based on community values, needs, and outcomes. Instead of simply adjusting last year’s budget, PBB starts by asking: What do we want to achieve? and How can we best use our resources to get there?

The Chester County Strategic Plan establishes County priorities and organizational goals. These priorities and goals were developed by the Board of Commissioners with input from community leaders, subject matter experts, County partners, County staff, and the public. Input was gathered via facilitated discussion groups, public meetings, and County-wide community survey.
