Program Phases

Phase 2 – Build community level electric vehicle charging infrastructure to support electric vehicles in the state, particularly in disadvantaged communities.
The NEVI Program is structured to reimburse private companies up to 80 percent of the cost to construct and operate electric vehicle charging stations for a five-year period. After five years, the charging stations will continue to operate without government support.
The N.C. Department of Transportation submitted its Electric Vehicle Infrastructure Deployment Plan in August 2023, to the U.S. Department of Transportation. This plan provides an overview of the goals and implementation for Phase 1 and Phase 2 of the NEVI Program. It also discusses the planning, construction and operation of electric vehicle charging stations, the federal Justice 40 Initiative and workforce development aspects of the program.
