Established by the Bipartisan Infrastructure Law, the National Electric Vehicle Infrastructure Program, or NEVI, provides nearly $5 billion to help states create a national network of 500,000 electric vehicle charging stations along designated alternative fuel corridors. North Carolina expects to receive up to $109 million to build electric vehicle infrastructure along its corridors.

Program Phases

Phase 1 - Build a network of fast charging stations along designated alternative fuel corridors to support regional travel. About 40 charging stations will be funded to be used throughout N.C.

Phase 2 – Build community level electric vehicle charging infrastructure to support electric

Phase 2 – Build community level electric vehicle charging infrastructure to support electric vehicles in the state, particularly in disadvantaged communities.

The NEVI Program is structured to reimburse private companies up to 80 percent of the cost to construct and operate electric vehicle charging stations for a five-year period. After five years, the charging stations will continue to operate without government support.

The N.C. Department of Transportation submitted its Electric Vehicle Infrastructure Deployment Plan in August 2023, to the U.S. Department of Transportation. This plan provides an overview of the goals and implementation for Phase 1 and Phase 2 of the NEVI Program. It also discusses the planning, construction and operation of electric vehicle charging stations, the federal Justice 40 Initiative and workforce development aspects of the program.

    Here are the regulation for Phase 1 of the project:

    • Stations must have 4 charging ports. 
    • Each port must provide at least 150 kilowatts direct current (DC). 
    • Connectors include both Combined Charging System (CCS) and North American Charging Standard (NACS).
